Bulgaria’s budget in BGN 1bn deficit as of November 2023; the gap is expected to widen to BGN 5.4bn for the year

The revenues under the consolidated fiscal programme (CFP) of the Bulgarian government totalled BGN 60.1bn as of end-November, which accounts for 86.5% of the annual estimates. Compared to the same period of 2022, they increased by BGN 3.7bn in nominal terms. Tax proceeds registered 11.8% YoY growth to BGN 47.8bn, while non-tax and grant and donation proceeds (mostly EU programme and fund grants) amounted to BGN 10.2bn and BGN 2.1bn, respectively. CFP expenditures, including the contribution of Bulgaria to the EU budget for November 2023, amounted to BGN 61.1bn (82.5% of the annual estimates), up 7.4% YoY. The CFP budget balance on a cash basis as of 30 November 2023 was negative, amounting to BGN 1bn (0.5% of GDP). As of 30.11.2023, the fiscal reserve amounted to BGN 17.4bn.
According to the preliminary data for December 2023, the deficit under the CFP is expected at BGN 5.4bn, or 2.8% of GDP. 2023 revenues are to total BGN 67.1bn, while expenditures (including contribution to the EU budget) to reach BGN 72.5bn.
